Mike Samis is an investor with interests in real estate, oil and gas, manufacturing, healthcare and entertainment. He received a Bachelor’s Degree from the University of Oklahoma in Finance and a MBA from Southern Methodist University.
Samis is the former President, CEO and Chairman of the Board of Macklanburg Duncan Company, M-D, and CEO and Chairman of the Board of its successor company, M-D Building Products, Inc. During Samis’ time at M-D the company grew to be one of the 25 largest suppliers to the hardware and home center industry with sales exceeding $250,000,000.
Prior to M-D, Samis was Vice-President for Hiawatha Oil Company, a large independent oil and gas exploration and production company in Oklahoma City.
Appointed by the Governor as a member of the Authority at its inception in 1993, Mike Samis has served continuously since then. In June of 2000, he became Chairman of the Authority and Trust, a position he continues to hold today.
Samis led the negotiating team on behalf of the state of Oklahoma in structuring the 1998 Joint Operating Agreement for the teaching hospitals in Oklahoma City. That agreement kept medical education intact on the Oklahoma City campus, preserved the medical center’s ability to provide care to the underserved, and had an important impact on sustaining the OU College of Medicine’s research programs. Today, this academic medical center hospital system is known as the OU MEDICAL CENTER and Samis also serves as chairman of its Governing Committee.
Samis is the recipient of the 2002 Alumni Achievement Award from Casady School and the 2007 University of Oklahoma Regents’ Alumni Award.
Samis has worked tirelessly in the areas of health care, education, government, business and the arts. He currently serves on the boards of Oklahoma Medical Research Foundation, Dean A. McGee Eye Institute, Presbyterian Health Foundation, Oklahoma Health Center Foundation, OU Health Sciences Center, and Committee of 100.
He remains active in Oklahoma City community affairs, having served on numerous community and charitable boards.
Samis and his wife, Karen, are natives of Oklahoma City and have two daughters.
Jim Everest Vice-Chairman
Jim Everest joined the board of the University Hospitals Authority and Trust in 2005, appointed by state House of Representatives. He was elected Vice Chairman in January 2007.
Everest is a partner of Everest Brothers and White Tail Farm, as well as President of the Jean I. Everest Foundation.
A champion of our community, Everest devotes his time and energy to many local and statewide causes. He currently volunteers with the Metroplitan YMCA, the Metro Youth Development Foundation – 1st Tee, the Oklahoma Health Center Foundation, Tree Bank Foundation, Catholic Charities, among others. He also serves on the Advisory Board of the United Way of Metro Oklahoma City.
Everest has won numerous awards, including: the Paragon Award from Leadership Oklahoma, the Mae Ruth Swanson Award from the YMCA, the McDaniel Award of Excellence from the Alzheimer’s Association and the Arthritis Foundation Volunteer of the Year. Everest and wife Christy were also honored with the 1998 Dean’s Award for Distinguished Community Service by the OU Medical Alumni Association.
The Everests have three children and two grandchildren.
Pete Regan

Pete Regan was appointed to the University Hospitals Authority and Trust by the state Senate in 2006. He has served as Secretary of the Authority and Trust since January 2007.
Regan is principal of Devonshire Investments, LLC and Of Counsel with Riggs, Abney, Turpen, Lewis, and Orbison law firm. He has over 15 years of experience in business development and government relations with prior service as an aide to UCO President George Nigh and U.S. Senator David Boren. He has also served as Director of the President’s Action Line at the University of Oklahoma, and as Chief of Staff/Legal Counsel for U.S. Congressman Dan Boren.
Regan is proficient in working with policymakers, investors, and opinion leaders to assist clients in reaching their full potential and creating value in the marketplace.
In addition to his work on behalf of the University Hospitals Authority and Trust, Regan serves on numerous blue ribbon task forces in higher education and received a mayoral appointment to the Economic Development Commission for the City of Tulsa. He also serves as a Trustee for the Oklahoma Foundation for Excellence, is Co-Director of the Nigh Leadership Academy, and was recently appointed to the Grand River Dam Authority. Regan is a member of the Oklahoma Bar Association, the Oklahoma Heritage Association, the Oklahoma Academy of State Goals, the University of Tulsa Friends of Finance, the University of Central Oklahoma Alumni Association, and the Oklahoma Water Resources Board.
Regan received his Bachelor of Arts in Economics and Masters in Political Science with an emphasis in Urban Planning from the University of Central Oklahoma, and his Juris Doctorate from the University of Oklahoma.
He currently resides in Tulsa with his wife Amy and their son, Jack.
Joseph Ferretti, PhD Member
Dr. Ferretti has served as Senior Vice President and Provost of The University of Oklahoma Health Sciences Center for more than 10 years. He was named to the post in 1996 after serving one year as interim Senior Vice President and Provost.
Dr. Ferretti is also an internationally recognized scientist known for his work in the area of infectious disease research, namely in the area of streptococcal infections and antibiotic resistance. His contributions to genetic engineering include being the first scientist in Oklahoma to perform recombinant DNA experiments, and the establishment of a microbial pathogen genome sequencing center.
Dr. Ferretti has authored over 140 scientific papers, written or edited four books, and has brought substantial research funding to the OUHSC campus, primarily from the National Institutes of Health. In 1983 he was inducted into the Johns Hopkins University of Scholars and in 1997 received an honorary doctorate from the Institute of Experimental Medicine of the Russian Academy of Medical Sciences, St. Petersburg, Russia.
Dr. Ferretti has been a member of the board of the University Hospitals Authority and Trust since 1995.
Mike Fogarty

Mike Fogarty, M.S.W., J.D., is the Chief Executive Officer of the Oklahoma Health Care Authority, a post he has held since 1999. The agency administers the Oklahoma SoonerCare (Medicaid) programs with a staff of more than 430 employees.
As CEO of the Health Care Authority, his statutory duties include service on several agency boards including the University Hospitals Authority and Trust, the Oklahoma Commission on Children and Youth and the O.S.U. Medical Authority.
Fogarty previously served as the Health Care Authority’s State Medicaid Director and Chief Operating Officer. His career includes stints at the Oklahoma Department of Human Services as the Deputy Director and Assistant Director for Medical Services. He was a member of the Washington D.C. legislative staff of former U.S. Senator David Boren. Fogarty’s career also included private law practice and private health-related business.
In 2005, Fogarty was named Administrator of the Year by the Oklahoma Chapter of the American Society for Public Administration. The award is given annually to a public servant in Oklahoma whose career exhibits “the highest standards of excellence, dedication, and accomplishment.”
